library community center doesn't qualify as public education
The community learning facility doesn't fit in with what the public school administration sees as a financial investment. All schools should be community learning centers: the dedicated bureaucracy created by compulsory attendance laws restricts parental input by design. Add massive centralization and systemic inequalities and you get a story like this.
