failed school reforms

An article summarizing the many failed school reforms by Samuelson in the Washington Post, gives a brief knockdown of popular takes on education problems (class size, number of teachers, teacher pay) and then says this:
Motivation is weak because more students (of all races and economic classes, let it be added) don't like school, don't work hard and don't do well. 
The students on the assembly line in the literacy factory don't like it.
